Richard Palpal-Latoc, ang ika-6 na Komisyoner ng CHR ang seremonya ng paglulunsad. Kabilang sa mga tampok ng okasyon ay ang paglagda ni Atty. Palpal-Latoc sa mga lokal na mamamahayag upang talakayin ang mga update sa Philippine Plan of Action para sa kaligtasan ng mga mamamahayag.<\/p>\n\n\n\n<p>Ang planong ito ay bahagi ng mga hakbang ng CHR upang masiguro ang proteksyon at seguridad ng mga nasa media, na madalas ay nasa peligro dahil sa kanilang propesyon.<\/p>\n\n\n\n<p>Kasabay ng paglulunsad ng LAKARAN, pumirma rin si Governor Victorino Dennis Socrates ng isang executive order upang magtatag ng isang Provincial Human Rights Action Center (HRAC).
